Montenegro offers one of the most investor-friendly property markets in Europe. Annual property tax is low, typically ranging between 0.1% and 1% of the property’s market value depending on location and type — making ongoing ownership costs very manageable compared to Western European markets. Purchase costs are straightforward and transparent. New build buyers generally pay 21% (included in our prices) and don’t pay transfer tax. Contrary, resale properties account for a transfer tax of 3%. Notary and administrative fees are modest, typically adding around 1–2% to the total purchase cost. For international buyers, the process is open and accessible — citizens of most countries can purchase property in Montenegro with full ownership rights.

🏠 Buying a Property in Montenegro
Yes, foreign citizens can purchase property in Montenegro with the same rights as locals, except for certain agricultural or protected land. Apartments, villas, and urban land are freely available for foreign ownership.
The process includes: selecting the property, signing a pre-contract, performing due diligence, signing the final sales contract before a notary, and registering ownership at the Land Registry. Our team assists you through every step.

Yes. Buyers typically pay a 3% property transfer tax for existing properties, plus notary and registration fees. For new developments, VAT may apply instead of the transfer tax.
